President Obama's 2016 budget released Monday proposed to raise the cap on passenger facility charges
to $8.00 from $4.50 per enplanement, according to a budget summary released by the White House. The Passenger Facility Charge is paid by air travelers and collected when they purchase airfares. Proceeds go to airports to "fund FAA-approved projects that enhance safety, security, or capacity; reduce noise; or increase air carrier competition," according to the Federal Aviation Administration. The White House budget also called to eliminate Airport Improvement Program funding "for large hub airports, giving them greater flexibility to generate their own revenue."
