high-speed railon an equal footing into the surface transportation program," according to a White House statement. It also would "rehabilitate or reconstruct 150 miles of runways--while putting in place a NextGen system that will reduce travel time and delays." Obama's program would augment
previously announced transportation infrastructure investments.
