Canadian lawmakers this year plan to introduce legislation to restructure the Canadian Air Transport Security Authority into an independent, nonprofit entity, according to the budget Finance Minister Bill Morneau presented this week. The budget calls for funding that CATSA and Transport Canada, the nation's civil aviation authority, would use over the next few years to start that entity. Canadian Airports Council president Daniel-Robert Gooch said his organization long has asked for "structural reforms to normalize CATSA's funding structure," though "there are many details to be worked out to ensure the transition to a new model is successful."
