Walmart has objected to Visa's requirement that
the retail giant use the "more fraudulent-prone" signature
verification for "certain debit card transactions," namely those paid
with chip-enabled Visa debit cards, by filing filed a complaint with the New
York County Clerk. Walmart would prefer to use more cost-effective networks and
have customers verify transactions with personal identification numbers instead
of signatures: "We have long advocated for 'PIN verification' as opposed
to the less secure signature verification for debit transactions." MasterCard
and U.S. Bank previously acknowledged to BTN that chip-and-PIN cards, unlike signature cards, protect against
lost and stolen cards. U.S. Bank also cautioned that U.S. credit card infrastructure
is not built for PINs.
