The U.S. General Services Administration selected Enterprise CarShare, ZipCar, Hertz and New York-based Carpingo for a new car-sharing program.
In a statement, GSA indicated it is "following the lead of popular low-cost commercial car-sharing ventures" as a means to realize new efficiencies and optimize vehicle use within the government fleet program. It expects increased demand for car-sharing due in part to "budget constraints." The four vendors will offer short-term car-sharing services (a maximum of one full day) as an option to federal employees. GSA noted that it will pilot the car-sharing program in Boston, Chicago, New York and Washington, D.C. Noting that GSA manages "more than 200,000 vehicles," GSA Federal Acquisition Services commissioner Tom Sharpe in a statement explained that "these pilots will tell us whether it is more cost-effective and beneficial to use a car-sharing service in lieu of taxi cabs, renting, leasing and/or purchasing a vehicle."
