The U.S. Department of Transportation's revised proposal to encourage more foreign investment in U.S. airlines did little to resolve differences of opinion among affected parties
. DOT received a flurry of responses as the public comment period expired yesterday, including support from certain U.S. carriers and airport groups. Other U.S. interests including Continental Airlines, US Airways and some labor unions joined British Airways, Virgin Atlantic and other European groups in objecting. A common theme throughout most submitted comments--even those generally in support--was that DOT must further clarify its proposal. "The more discretion reserved to the Department, the less certainty provided to investors," wrote British Airways attorney Don Hainbach.
