The U.S. Department of Homeland Security proposed a new anti-terrorism rule
requiring transmission of "passenger information for flights and cruises bound for the United States prior to their departure from foreign ports." The rule would give international airlines two options for sending passenger information to U.S. Customs and Border Protection: "submit manifest information interactively up to 15 minutes prior to departure" or submit "complete manifest information ... 60 minutes prior to departure." DHS Secretary Michael Chertoff said the rule would help prevent terrorists from boarding flights and "help eliminate the inconvenience of flight diversions due to security concerns." DHS said it would publish a notice of proposed rulemaking on 13 July and issue a final rule after a 30-day public comment period.
