New York Governor Eliot Spitzer signed into a law an airline passenger bill of rights

providing "basic customer protections" during severely delayed flights at New York airports. Described as the first state law of its kind, the legislation requires airlines to provide "food, water, fresh air, power, and working restrooms on any flight that has left the gate and been on the tarmac for more than three hours."
