Continental Airlines followed other airlines in adding a fee for the first piece of checked baggage
. Effective Oct. 7 for flights within the United States and to Puerto Rico, the U.S. Virgin Islands and Canada, the $15 fee applies to most economy-class ticket holders who are not elite-level members of Continental's loyalty program.
