The General Services Administration (GSA) issued a draft request for proposals for its SmartPay2 charge card program
covering hundreds of federal agencies and organizations. GSA in 1998 awarded initial SmartPay programs to Bank of America, Bank One, Citibank, Mellon Bank and US Bank. New programs would take effect in Nov. 2008 and offer various customer service and data management enhancements. GSA said the program in 2005 supported roughly $25 billion in government spend--including $6.5 billion in travel expenses.
