The Greater London Authority formalized a travel policy requiring staff to use rail services for trips from London to Amsterdam, Brussels, Paris, other cities in mainland Britain "and wherever practical for travel elsewhere in Europe
," according to London mayor Ken Livingstone. Transport for London and the London Development Agency also will adopt the policy. Following the publication of a report on carbon emissions from short-haul flights, Livingstone said, "London is connected to Europe by the high-speed rail link Eurostar meaning business travel to short-haul destinations across Europe can easily be taken by train. I hope that organizations across London will use this report to swap plane for train where possible."
