. In the coming years, U.S. carriers will be permitted to increase operations to Brazil, "including additional services to the currently restricted and highly congested Sao Paulo and Rio de Janeiro airports." DOT added that "full Open Skies" would take effect in October 2015, allowing U.S. and Brazilian carriers to "select routes, destinations and prices for passenger, cargo and charter services based on consumer demand and market conditions."
