European regulators proposed common rules for European Union air services, including complete price transparency and a ban on price discrimination

Describing the former, the European Commission said that for "the same seat on the same flight booked at the same moment, there should be no price differences based on the place of residence of the passenger." Regarding the latter, airlines would have to offer prices that include all fees rather than "mislead consumers by advertising fares exclusive of taxes, charges and fees that are only added at the moment of booking." EC vice president for transport Jacques Barrot said, "Citizens must be able to easily compare fares between airlines." EC wants the proposals to be implemented by Dec 2007.
