Intending to disrupt terrorism and organized crime, the . EC said airlines would be required to transmit 19 data elements from passenger name records, which help "identify unknown people and develop risk indicators." EU airlines already provide some passenger data to member states as part of the Advance Passenger Information program, and some member states "have already enacted primary legislation for the use of PNR data," EC said.
