DOT affirmed Virgin America's eligibility to operate domestic U.S. service because it "remains under the actual control of U.S. citizens."
The U.S. Department of Transportation noted that Virgin "agreed to make a number of changes" and committed to obtain "new investments of capital from entities other than the [U.K.-based] Virgin Group."
